Por estos hechos, La Caravana Paso a Paso Hacia la paz, en un esfuerzo por frenar y difundir la innegable realidad de los secuestros de personas migrantes en tránsito por México, ha definido los siguientes objetivos:

1. Incrementar la divulgación, tanto a nivel nacional como internacional, del fenómeno de los secuestros de las personas migrantes que transitan por el territorio mexicano.

2. Comenzar a coordinar esfuerzos con la población civil de las localidades del estado de Veracruz, en las que se originaron los secuestros, y desarrollar propuestas conjuntas para combatir la impunidad.

3. Desarrollar un documento de divulgación a partir de las acciones emprendidas por la Caravana.

Para lograr estos propósitos y en manifestación pacífica, la Caravana efectuará las siguientes acciones durante el trayecto que realizará desde la localidad fronteriza de Ciudad Hidalgo, Chiapas y Tenosique, Tabasco hasta ciertas localidades de Veracruz:

1. Se presentarán diversos testimonios sobre el fenómeno de los secuestros y los vínculos existentes entre el crimen organizado y las autoridades, en los distintos puntos del recorrido.

2. Se efectuarán manifestaciones coordinadas, en contra de los secuestros y la impunidad, frente a las sedes consulares y embajadas de México, tanto en Centroamérica como en Estados Unidos.

3. Se iniciarán esfuerzos de diálogo y coordinación con la comunidad veracruzana y organizaciones humanitarias, en localidades de Veracruz, para plantear acciones futuras que disminuyan los secuestros de personas migrantes en el estado de Veracruz.

4. Se generará un documento de divulgación sobre las dificultades que enfrenta la sociedad civil para apoyar la denuncia de los secuestros en localidades de Veracruz.

Por lo tanto, exigimos:

1. Que las autoridades de los tres niveles de gobierno investiguen y esclarezcan las agresiones y secuestros que han vivido las personas migrantes en el estado de Veracruz, y que se procese y castigue, de acuerdo a la ley, a los responsables de esos delitos contra los migrantes y sus cómplices.

2. Alto a las redadas nocturnas realizadas por el instituto nacional de migración en conjunto con la policía federal y el ejercito mexicano en condiciones riesgosas, ya que son contrarios a la Constitución y que han derivado en la sistemática y constante violación de los derechos humanos de las y los migrantes. Estos operativos no sólo ponen en riesgo la vida, también crean un ambiente de inseguridad y xenofobia en las comunidades de las localidades de tránsito del flujo migratorio, y merman las relaciones con los países de la región Mesoamericana.

3. Que se procese penalmente a las autoridades de los tres niveles de gobierno por actos de omisión y complicidad, dado que la destitución del cargo no exime a los funcionarios públicos de la responsabilidad de los más de 20 mil casos de secuestros al año, registrados por la Comisión Nacional de Derechos Humanos (CNDH); por la masacre de los 72 migrantes ocurrida en San Fernando, Tamaulipas, aun sin explicación ni investigación; por las recientes fosas de migrantes mexicanos y extranjeros; por los secuestros perpetrados a finales del año 2010 en el estado de Oaxaca y por la violencia que continua imperando en Veracruz.

Debemos continuar la reflexión sobre el vínculo que existe entre seguridad nacional y la criminalización del flujo migratorio. Específicamente, el Plan Mérida, actualmente implementado y financiado por los Estados Unidos, influencia directamente el control migratorio a nivel continental. Este acuerdo traducido a una política regional de externalización de fronteras, obliga a colocar en el mismo plano al crimen organizado, al terrorismo y a la migración indocumentada.

The Caravan Step by Step towards Peace, in an effort to stop the kidnappings and spread awareness of this undeniable reality has the following objectives:

1.      increase awareness, both at the national and international level, of the phenomenon of the kidnappings of migrants as they cross Mexico.

2.      hold simultaneous actions in Central America and North America

3.      coordinate efforts with the local population in Veracruz in the cities where the kidnappings frequently occur and work together to end impunity

4.      document the actions of the caravan to aid in raising awareness and building towards future actions

In order to achieve these propositions the caravan, through peaceful demonstrations, will take the following actions during its progression from the border town of Ciudad Hidalgo, Chiapas to Orizaba, Veracruz.

1.          We will share testimonies from migrants and their families who have been affected by kidnappings. They will highlight the relationships that exist between organized crime and the authorities in the different points along the route.

2.          Our allies will hold coordinated demonstrations against the kidnappings and impunity in front of the Mexican consulates and embassies in Central America and the United States.

3.          We will build dialogue and coordination with the Veracruz community and humanitarian organizations, the cities of Medias Aguas, Tierra Blanca, and Orizaba, to lay the groundwork for future actions that reduce migrant kidnappings in the state of Veracruz.

4.          We will put out a document to increase awareness about the difficulties that civil society faces in order to support the condemnation of the kidnappings in the cities of Medias Aguas, Tierra Blanca, and Orizaba.

Therefore, we demand:

1.          That the authorities at all three levels of government investigate and bring to light the aggressions and kidnappings that migrants have had to endure in the state of Veracruz, and that they prosecute and punish, to the full extent of the law, those responsible for and those complicit in these crimes against migrants.

2.          An end to the nighttime raids, done under risky conditions, by Immigration agents, federal police, and the Mexican army. These raids are both unconstitutional and constitute a systematic and constant violation of the human rights of migrants. These immigration operations do not only put peoples’ lives at risk, they also create an environment of insecurity and xenophobia in the communities the migrants pass through, and undermine the relationships between countries in the Mesoamerican region.

3.          The prosecution of authorities at the three levels of government for acts of omission and complicity. Dismissing guilty individuals from their positions does not absolve them of their responsibility for more that 20 thousand cases of kidnappings each year, as reported by the National Human Rights Commission (CNDH), for the massacre of the 72 migrants in San Fernando, Tamaulipas, without explication or investigation, for the recently discovered mass graves of Mexican and foreign migrants, nor for the kidnappings perpetrated at the end of 2010 in the state of Oaxaca and the ubiquitous violence in Veracruz.

We must continue to reflect upon the relationship that exists between national security and the criminalization of migration. Specifically Plan Merida, which is implemented and financed by the United States, directly influences immigration control policy across the continent. This agreement translates to a regional policy of externalizing borders, and the conflation of organized crime, terrorism, and undocumented migration.
